We’re excited to announce ICEA2025, the 18th International Congress on Educational Administration, offering a platform to share knowledge and foster international cooperation in the field.
ICEA2025 will be held in Turkish and English.
ICEA2025, Türkçe ve İngilizce dillerinde gerçekleştirilecektir.

Oral / Poster Presentation
Oral presentations allow researchers to share key insights and findings from their studies directly with an audience, fostering in-depth discussion and immediate feedback on their work. Poster presentations provide a visual overview of research projects, enabling authors to engage with attendees in one-on-one discussions, answer questions, and exchange ideas about their work.
Workshop or Panel Topic
A workshop or panel is an interactive session offering participants hands-on learning, skill development, discussion, or collaborative problem-solving on a specific topic.
Inspiring Practices
An inspiring practices presentation is a congress session where individuals (teachers, school princcipals, vice principals etc) or organizations share innovative practices that have positively impacted a specific field or school.
Audiences
To attend all congress sessions as a listener (excluding workshops and roundtables), simply apply as an audience member—there are no restrictions, and attendance is free. A daily participation fee is required only for issuing a participation certificate.

Graduate Workshop
The 18th UEYK Graduate Student Workshop, focusing on From Idea to Publication: Academic Writing Essentials, will be held on 3 May 2025 at Mersin University. Applications are open until 30 April 2025.

John P. Portelli
Speaker Info
John P. Portelli was born in Malta where, after completing a B.A. (Philosophy & Maltese, 1975), he taught history and modern languages at a secondary school and philosophy at a sixth form. In 1977 he was awarded a Commonwealth Scholarship and commenced his studies at McGill University from where he obtained an M.A. (1979) and a Ph.D. (1984). Currently he is a professor in the Department of Social Justice Education, and the Department of Leadership, Higher and Adult Education at OISE, University of Toronto. He is Co-director of the Centre for Leadership and Diversity and a fellow of St. Michael’s College, University of Toronto.

1947 Sandıklı doğumlu.1971’de ODTÜ Elektrik Mühendisliği Bölümünden mezun oldu.1980’de Edmund Husserl’de Mantığın Yeri başlıklı teziyle İstanbul Üniversitesi Edebiyat Fakültesinde felsefe doktorasını tamamladı.1980’den bu yana ODTÜ’de felsefe ve mantık dersleri vermektedir.1989’da felsefe profesörlüğüne atandı. Sekiz yüzden fazla makalesi ve otuzu aşan kitabıyla, bilim teknoloji, sanat konularında araştırmalar yapıyor.2014’te emekli olduktan sonra kendi üniversitesinde ve çeşitli üniversitelerde ders vermeyi sürdürüyor.
Edebiyat kuramı, eleştirisi ile çalışmaları 1967’den beri devam ediyor. Şiirimsi denemelerinin yanında yayımlanmış bir romanı da bulunuyor.

Prof. Dr. Ali Balcı graduated from Ankara University Faculty of Educational Sciences in 1976 and earned his Ph.D. from the same faculty in 1986. A professor in Educational Administration, Balcı has published 13 books, over 60 articles, and supervised more than 100 master's and doctoral theses. He retired in 2021.

They have held roles including department chair, dean, and council president, and currently teach at Başkent University, contributing significantly through research, publications, and mentoring.

Ayşe BALCI KARABOĞA

Following her Sociology undergraduate degree, she completed her master's and doctoral degrees in the Department of Educational Sciences at Middle East Technical University. She began her academic journey as a research assistant in the same department between 1989-1998. Since 1998, she has been serving as a faculty member at Mersin University. As the founding member of the Educational Management Department, she continued her academic work while also holding administrative roles such as department chairmanship and deanship. Her research focus encompasses school and society relations, gender and education, and teacher training.

I earned a PhD in Educational Management from Ankara University (1993-1997) and a second PhD at the University of Cincinnati (1996-1999) under a YÖK-World Bank scholarship. I was a visiting faculty member at Northeastern University (2014-2015) and have worked at Abant İzzet Baysal University (1993-2005) and Başkent University since 2005.

He earned associate professorship in 2014 and professorship in 2019 and has been at Hatay Mustafa Kemal University since 2021.

Born in Anamur, Mersin, in 1987, Özge Çelik completed their Bachelor's in English Language Teaching at Dicle University (2004-2008). After teaching in private institutions (2008-2013), they started working in public schools. They earned a Master's in Educational Management from Mersin University (2018-2022) and are currently pursuing a Ph.D. at the same university.

Bu çalıştayın amacı, TÜBİTAK 2219 Yurt Dışı Doktora Sonrası Araştırma Burs Programı hakkında katılımcılara kapsamlı bilgi sunmak, başvuru sürecini detaylı bir şekilde açıklamak ve mevcut bursiyer olarak kendi deneyimlerimden yola çıkarak katılımcılara rehberlik etmektir. Ayrıca, katılımcıları yurtdışında araştırma yapma konusunda cesaretlendirmek ve bu önemli adımı atmaları için gerekli bilgi ve özgüveni kazanmalarına destek olmak hedeflenmektedir.
